The total loan amounting to Fr 23 ,000,000 was offered by the Chinese Government through the Association Nationale des Porteurs Francais de Valeur Mobiliers in Paris in exchange for the 7% Treasury Bonds of 1919 , at the rate of 17 Bonds in the denomination Fr 500 of the new 8% Lung-Tsing-U-Hai of 1925 against 16 of the 7 % Treasury Bonds of 1919. For this purpose, only 42,500 Bonds of Fr 500 were be used to redeem the 40,000 Bonds outstanding of 7 % Treasury Bonds of 1919.

The balance of the loan was used for the completion of the western section of the railway from Kwanyintang to the Yellow River; for completion of the eastern section of the railway network from Hsuchow to the sea; and for the construction of a harbour near Haichow. The loan was also to be used to service the previous Lung-Tsing-U-Hai Railway loan issued in 1913. The loan was secured by a first charge on the Lung-Tsing-U-Hai Railway. Coupons were payable on 1st January and 1st July each year. This loan has been in default since July 1939.
